USRC is developing a Comprehensive Economic Development Strategy, commonly known as a “CEDS,” for Cecil, Kent, and Queen Anne’s counties. Created with input from residents, businesses, local governments, and community organizations, the CEDS will establish shared priorities and guide economic development efforts across the region. USRC is working with TPMA to conduct the planning process and prepare the strategy.
A CEDS is a regional roadmap for building a stronger, more resilient economy. It combines economic data with local knowledge to identify a region’s strengths, challenges, and opportunities. The planning process will help the Upper Shore:
- Evaluate current economic and workforce conditions
- Identify regional priorities and opportunities
- Establish goals and strategies for economic development
- Coordinate projects and investments across county lines
- Strengthen the region’s ability to pursue federal and other funding opportunities
- Prepare for future economic changes and disruptions
Once completed, the CEDS will guide regional economic development activities over the next five years.

Attend the CEDS Public Open House
Residents, business owners, employers, community organizations, and other regional stakeholders are invited to attend the Upper Shore CEDS Public Open House.

Kent County Community Center
Attendees will learn more about the CEDS process, discuss the economic opportunities and challenges facing the region, and share ideas for the Upper Shore’s future. Refreshments will be provided. Attendees will also have an opportunity to enter a raffle for a Taste of the Upper Shore gift basket. Registration is encouraged but not required.
